Cornerstone Journal of Community Engagement (CJCE) is a peer-reviewed, open-access, multidisciplinary journal published by Akademi Teknik Kupang, Indonesia. The journal provides a scholarly platform for documenting, evaluating, and disseminating community engagement and community service activities that have been implemented directly within communities.
CJCE is established on the principle that community engagement should connect academic knowledge, professional expertise, innovation, and practical action with real community needs. The journal therefore prioritizes manuscripts that demonstrate meaningful interaction with communities, partner institutions, beneficiary groups, or other stakeholders and provide evidence of outcomes, benefits, lessons learned, or sustainable impact.

Editorial Orientation
CJCE is not primarily intended for conventional research articles that only report research findings without community implementation. A manuscript submitted to CJCE must originate from an actual community engagement, community service, empowerment, training, mentoring, professional assistance, technology implementation, social intervention, or similar activity that has already been conducted with a clearly identified target community or partner.
Research instruments and analytical methods may be used to evaluate the effectiveness of community engagement activities. Surveys, interviews, observations, pre-tests and post-tests, quantitative analysis, qualitative analysis, or other appropriate evaluation techniques are welcome. However, such methods must support the evaluation of the community engagement activity rather than transform the manuscript into a conventional research article.
The principal contribution of every CJCE article should remain the implementation, community participation, outcomes, benefits, sustainability, and impact of the engagement activity.
Focus and Scope
CJCE publishes scholarly reports of community engagement activities across a broad range of disciplines. The journal welcomes contributions related to, but not limited to:
- education, teaching, training, literacy, and capacity building;
- engineering, infrastructure, and appropriate technology;
- information technology, digital literacy, and digital transformation;
- health promotion, public health, and community well-being;
- economics, business, entrepreneurship, and MSME development;
- agriculture, food security, and rural development;
- environmental conservation and sustainability;
- disaster preparedness, mitigation, resilience, and recovery;
- social sciences, humanities, and community development;
- law, public administration, governance, and civic engagement;
- tourism, creative economy, and local economic development;
- local wisdom, culture, heritage, and indigenous knowledge;
- community empowerment and social innovation;
- professional and technical assistance;
- institutional strengthening and community partnership; and
- other multidisciplinary community engagement initiatives.
Types of Community Engagement Activities
Articles published in CJCE may report activities such as:
- community training and workshops;
- mentoring and professional assistance;
- community education programs;
- implementation of appropriate technology;
- technology and knowledge transfer;
- community empowerment initiatives;
- entrepreneurship and MSME development;
- social innovation programs;
- environmental and sustainability initiatives;
- health and public awareness programs;
- disaster preparedness and mitigation activities;
- digital literacy and technology adoption;
- institutional capacity building;
- community-based infrastructure development;
- professional consultation and technical services; and
- other activities demonstrating direct engagement with communities.
Minimum Characteristics of a CJCE Article
A manuscript submitted to CJCE should clearly demonstrate the following elements:
- Community Problem or Need – a clear description of the real problem, challenge, or need experienced by the target community.
- Target Community or Partner – identification of the community, institution, organization, school, village, business group, or other beneficiaries involved.
- Community Engagement Method – a clear explanation of how the activity was planned and implemented.
- Community Participation – evidence of meaningful involvement of community members or partner institutions.
- Implementation Results – documentation of activities, outputs, achievements, or changes resulting from the program.
- Evaluation – evidence used to assess effectiveness, acceptance, learning, behavioral change, capacity improvement, or other outcomes.
- Impact and Sustainability – discussion of benefits, continuation, follow-up activities, replication potential, or long-term community value.
Open Access Policy
CJCE provides immediate open access to its published content in order to support the principle that making scholarly knowledge freely available contributes to wider knowledge exchange, community development, professional practice, education, and public benefit.
Readers may access published articles through the journal website without subscription fees or mandatory registration.
Peer Review Policy
Manuscripts submitted to CJCE are subject to editorial screening before entering the peer-review process. Editorial screening considers the relevance of the manuscript to the journal's focus and scope, conformity with author guidelines, completeness of the community engagement component, originality, academic quality, ethical considerations, and overall suitability for publication.
Manuscripts that pass the initial editorial assessment are evaluated by qualified reviewers with relevant academic or professional expertise. Reviewers assess the quality of the community engagement design, implementation, community participation, presentation of results, evidence of impact, academic writing, relevance of references, and contribution to community practice.
Publication decisions are made by the editorial team based on reviewer recommendations and compliance with CJCE's editorial standards.
Publication Ethics
CJCE is committed to maintaining integrity, transparency, accountability, and ethical standards throughout the publication process. Authors are expected to submit original manuscripts, accurately report community engagement activities, appropriately acknowledge all contributors and sources, disclose potential conflicts of interest, and obtain appropriate consent or permission when activities involve identifiable individuals, institutions, communities, photographs, sensitive information, or other protected data.
Fabrication, falsification, plagiarism, duplicate publication, inappropriate authorship, misrepresentation of community activities, and other forms of publication misconduct are not acceptable.
Copyright and Licensing
Copyright and licensing information applicable to CJCE publications is provided through the journal's official Copyright Notice and on the relevant published article pages. Authors must ensure that materials included in their manuscripts—including photographs, figures, instruments, tables, logos, and third-party content—may legally be reproduced and published.
Where required, authors are responsible for obtaining appropriate written permission before publication.

CJCE is published and institutionally supported by Akademi Teknik Kupang, Kupang, East Nusa Tenggara, Indonesia. Editorial decisions are based on scholarly merit, relevance to the journal's scope, ethical standards, quality of community engagement, and peer-review outcomes.
Any financial support, sponsorship, institutional collaboration, or other funding associated with individual community engagement activities should be disclosed by the authors in the relevant manuscript.
Journal History
Cornerstone Journal of Community Engagement (CJCE) was established by Akademi Teknik Kupang as part of the Cornerstone Journals scholarly publishing initiative.
CJCE was developed to provide a dedicated academic publication platform for community engagement and community service activities that produce practical and demonstrable benefits for communities. The journal was established with a multidisciplinary orientation so that meaningful community engagement conducted across different academic and professional fields can be documented, evaluated, disseminated, and replicated.
Privacy Statement
Names, email addresses, affiliations, ORCID identifiers, and other information entered into the CJCE journal system will be used exclusively for legitimate scholarly publishing activities, including manuscript submission, editorial communication, peer review, publication, indexing, metadata distribution, and journal administration.
Personal information will not be sold or used for unrelated commercial marketing. Information associated with published scholarly records, including author names, affiliations, ORCID identifiers, and corresponding-author information where applicable, may be made publicly available and distributed through scholarly indexing, DOI, metadata aggregation, library, and preservation services.
Digital Preservation and Archiving
CJCE recognizes the importance of long-term digital preservation of scholarly content. The journal will maintain published content within its Open Journal Systems platform and may participate in recognized digital preservation or archival services as these services are formally configured and activated by the publisher.
Information concerning participation in specific preservation networks such as LOCKSS, CLOCKSS, PKP Preservation Network, or other archival systems will be stated on this page once the relevant preservation service has been officially enabled.
